Conduct an Experimental Design evaluation Of the Rochester Community School District (CSD) - Arts Impact Study

Overview
This is a proposal to conduct a longitudinal (three-year), randomized, experimental design evaluation of the Arts Impact Study on 39 elementary schools in the Rochester Community School District, New York State. The 7000-student (86.2% of RCSD’s 34,000 students, preK-12, are eligible for free or reduced lunch) Rochester CSD will be split into two groups of schools, ramdomly paired, so that one of the pair is a control group and one of the pair is the treatment group. The treatment group (the teachers of approximately 3000 students in 20 schools) will be offered all of the benefits of teacher training teams for integration of the arts into core academic classrooms.
 
Evaluation of the Arts Impact Study of the Rochester Community School District’s Systemic Arts Implementation plan will be coordinated by Rochester CSD’s Department of research, Evaluation, and Testing and The SchoolWorks Lab, Inc. of New York City.

Purpose
The purpose of this three-year, randomized experimental design evaluation of the Arts Impact Study is to evaluate the Systemic Arts Implementation plan piloted in the 2004-2005 school year. The Arts Impact Study intertwines community partners more closely with the mission of the District—to educate each student to the highest levels of academic achievement and to foster each student’s social and emotional development. The project evaluation will include three areas of interest: 1) assess the impact of integrated arts learning experiences on student achievement in other core curricular areas (ELA, math, science, social studies); 2) study the impact of integrated arts learning on teacher practice and on student learning style preference; and 3) assess and evaluate Professional Development activities by and for teachers.

Research Question
The research question that will guide this work is, "to what extent can the Rochester Community School District’s Systemic Arts Implementation plan affect student achievement?”
